Naresh Singh was a Non-Resident Associate Senior Research Fellow at MERI between 2015-2018. He has nearly 30 years of experience as an international development practitioner and adviser, with a special focus on sustainable livelihoods, poverty, environment and legal empowerment. More recently he has been working as an independent consultant on sustainable livelihoods and resilience building in the Middle East and North Africa region including in Yemen, Jordan and Kurdistan Region of Iraq. Previously, he was Program Director for Community Adaptation and Sustainable Livelihoods at the International Institute for Sustainable Development in Canada, and later became Principal Adviser at UNDP-HQ on Poverty and Sustainable Livelihoods, and before that.
Dr. Singh has held several other distinguished posts and responsibilities. From 2006 to 2008, he served as the Executive Director of the Commission on Legal Empowerment of the Poor, co-chaired by Madeleine Albright and Hernando De Soto. From 2002 to 2011, he was a Director General and Acting Vice President at the Canadian International Development Agency (CIDA) and then was Program Director for the Caribbean Local Economic Development Program with the Federation of Canadian Municipalities.
He has worked in more than 50 countries and written several books and journal papers. His recent book (2014) is entitled Legal Rights of the Poor: Foundations of Inclusive and Sustainable Prosperity’. He has been visiting scholar or professor at several universities in North America including Boston University, Harvard, McGill and Waterloo.
Dr. Singh is currently Honorary Visiting Professor in the School of Government and Public Policy at the OP Jindal Global University, Haryana, India. After completing his first degree at the University of Guyana, he did his Master’s degree at the Indian Agricultural Research Institute in New Delhi India as a Commonwealth Scholar, and then did his PhD at the University of the West Indies in Jamaica.
